Rulers of the Heavens is a 54-card ADV-era set from June 2003 featuring powerful Pokemon-ex cards and elemental specialists like Flygon and Kingdra. As a relatively small set from the early ex era, it represents an important transitional period in TCG history with limited print runs compared to modern standards. Collectors should note that Holo Rares command premium prices, with several cards exceeding $30, making this set increasingly difficult to complete at reasonable costs.

Investment Outlook Bullish Strong, sustained pricing on multiple cards and the set's age and scarcity suggest continued appreciation as collectors seek complete vintage ADV collections.

Reprint Risk Low As a 20-year-old ADV-era set with ex mechanics distinct from modern card frames, reprinting is unlikely and would face collector resistance.
